Penobscot County ARES provides training and certification in Emergency Communications and in cooperation with the PineState Amateur radio club provides amateur radio licensing classes and testing. Contact Don Tarbet.
Penobscot County ARES participates in emergency planning and will be happy to provide programs for organizations interested in learning more about communications during disasters. We cooperate with other emergency communication groups.

Kevin ‘Doc’ Badger, N0UKM, has been named Emergency
Coordinator for Penobscot ARES by ARES Section Emergency Coordinator, Bryce
Rumery, K1GAX.He brings years of
experience in emergency operations to the position.
Kevin obtained his ham license in 1992 in Leavenworth, Kansas
where he was involved in emergency operations for 15 years.He worked fire, emergency medical services,
emergency management, ARES, RACES, Red Cross, and MARS.
Next Doc worked with the WyandotteCounty/
Kansas City Unified Government Emergency Management Department from 2003 to
2007.He was CERT team leader, CERT
instructor, and emergency communications specialist in RACES.In RACES he was the Auxiliary Communications
Service planning and training officer.In 2006 both his CERT and RACES teams won the Presidential Volunteer
Service Award through the President’s Council on Service and Civic
Participation.
Kevin says, “I was deeply involved in getting all of the
CERT teams in the 7 counties that make up the Kansas City Metro Area (2.5
million people) together for a regional team and set up a 3 tier deployment
system.Tier 1 was just your home
county; tier 2 was regional deployment; and tier 3 was national deployment.”
In 2008 he retired from the fire service with the rank of
Chief of EMS and Special Operations and also retired his paramedic license.
Badger also spent 14 years in the US Army, eight on active
duty and six in the National Guard.He
left with the rank of Command Sergeant-Major.
He reports that he is certified through the National
Wildfire Coordinating Group as an Incident Command System instructor for IS
100, 200, 300, and 400.His other
training includes courses in terrorism and weapons of mass destruction, and the
full set of courses offered by Maine ARES.
Leaving Kansas, Doc
returned to Maine
where he lived originally.He has lived
in both Charleston and Hudson and still has relatives in the area.
Penobscot County ARES welcomes Kevin Badger and his wide and
lengthy experience in emergency preparation and management.He fills a position that has been vacant
since the departure of Dennis Bosley, WA1URS who is now serving as DEC for this region..
The primary mission of Penobscot County ARES is to provide supplemental backup communications support during times of disaster or emergency to the Penobscot County Emergency Management Agency and to the organizations it supports.
